The Pakistan Naval Academy (PNA), PNS Rahbar, located in Manora, Karachi, was established in 1970 under Vice-Admiral Syed Mohammad Ahsan to train naval officers. Initially, Pakistan sent its officers to Britannia Royal Naval College, UK, but due to operational and cultural differences, it needed its own institution. In 1961, PNS Babur was converted into a cadet training ship, but after the 1965 war, a permanent academy became necessary. PNA offers professional academic degrees and follows a training model similar to the United States Naval Academy, occasionally sending cadets for advanced courses. It has trained 2,000 foreign officers, including a Qatari Naval Chief. In 2021, Commodore Sohail Ahmad Azmi served as its commandant.
